This terrorist attack was not accidental: the clearly marked UN vehicle was attacked twice, in two different locations, with a significant time between the strikes.
Russian forces deliberately sought to kill those who were helping civilians in Kherson — delivering medicines, food, and other essential supplies.
Such practice has been repeatedly employed by Russia during attacks on Ukrainian cities, when rescue workers and medical personnel became victims of targeted strikes.
This is Russia’s true attitude toward international law and its own obligations within the UN: deliberately targeting humanitarian personnel working in extremely difficult conditions to assist people in frontline areas.
Fortunately, there were no casualties in this attack — and I am grateful to our authorities in Kherson for providing necessary support to the UN team".
