MFA Comment on the Latest Report of the UN Office of the High Commissioner for Human Rights on the Human Rights Situation in Ukraine

The Ministry of Foreign Affairs of Ukraine welcomes the publication of the 43rd periodic report of the UN Office of the High Commissioner for Human Rights (OHCHR) and expresses gratitude for its consistent and impartial monitoring of the extensive violations of international humanitarian law and human rights committed by the Russian Federation in the context of its ongoing aggression against Ukraine.

The report covers the period from 1 June to 30 November 2025.

The document clearly reflects the escalating scale of Russian terror and crimes. It records a significant rise in the number of civilians killed and injured as a result of Russia’s massive use of wide-impact explosive weapons. More than one-third of all civilian casualties occurred in densely populated areas far from the frontline. One of the most egregious manifestations of this terror was the massive attack on 19 November, involving the use of 500 missiles and drones, marking the largest strike on Ukraine’s western regions since the start of the full-scale invasion.

According to the UN report, between 1 June and 30 November Russia killed 1,420 civilians and injured 6,545, including 4 435 men, 3 148 women, 229 boys, and 153 girls. These tragic figures represent a 12 per cent increase compared to the same period a year earlier (1 201 killed and 5899 injured) and a 37 per cent rise compared to the preceding six months (979 killed and 4 840 injured). Among the victims of Russian attacks were 61 medical workers, 6 media workers, and 99 emergency responders. OHCHR also documented 13 casualties among humanitarian personnel.

OHCHR further underscores Russia’s deliberate resumption of strikes against Ukraine’s energy infrastructure on the eve of winter. Six waves of coordinated attacks resulted in extensive damage to electricity and gas networks, prolonged power outages, and disruptions to heating and water supply. These actions pose a direct threat to the lives of millions of civilians and demonstrate Russia’s attempt to weaponize cold as a means of intimidation and coercion.

The report documents numerous cases of torture and cruel, inhuman treatment of Ukrainian prisoners of war and civilians, including executions, enforced disappearances, and attempts to extract confessions. The scale and brutality of these practices confirm that torture remains one of the central instruments of Russia’s occupation policy and law-enforcement structures.

In the temporarily occupied territories, Russia continues forced “passportization,” the mass expropriation of private property, the imposition of censorship, and the punishment of expressions of Ukrainian identity. Of particular concern is the militarization of children through ideologically driven educational programmes and camps aimed at instilling loyalty to the Russian Federation and assimilating them from an early age.

The Ministry of Foreign Affairs of Ukraine stresses that the facts outlined in the report demonstrate the systemic, deliberate, and large-scale nature of the crimes committed by the Russian Federation. They require a resolute and sustained response from the international community.

Ukraine calls on its partners to intensify political, economic, and sanctions pressure on Russia, to strengthen support for Ukraine in protecting civilians and critical infrastructure, and to step up collective efforts to secure the release of all persons unlawfully detained.

We insist on the establishment and effective functioning of international mechanisms to ensure accountability for war crimes, crimes against humanity, and other violations documented by OHCHR.

Ukraine will continue working with international partners to ensure justice and restore the rights of all victims of Russian aggression.
