We, the participants of the Fourth International Summit on Food Security, have gathered in Kyiv to reaffirm our shared commitment to strengthening global food solidarity and security, developing sustainable solutions, and innovation in agriculture.
The summit marked the transformation of the humanitarian initiative "Grain from Ukraine" into the broader program "Food from Ukraine", which combines humanitarian assistance, economic interaction, and technological partnership between Ukraine, donors, and recipient states.
Despite the ongoing armed aggression of the Russian Federation, Ukraine remains a reliable supplier of food and a guarantor of global food solidarity. Thanks to the support of states and international organizations, over 320 thousand tons of food products have been delivered from Ukraine to countries in Africa, Asia and the Middle East within the framework of food initiatives.
We emphasize that starvation of civilians as a method of warfare is prohibited by international humanitarian law as also underlined in UN Security Council Resolution 2417 (2018), and that access to adequate food is an inalienable right of every human being. Global food security must remain beyond the influence of military action, political pressure or economic manipulation.
We emphasize that the humanitarian demining of agricultural lands in Ukraine has become not only an element of the restoration of agricultural production, but also a contribution to the stability of world food markets.
We recognize that child and school feeding is an investment in the future, and support joint efforts by States, international organizations, including UN agencies, and the private sector, aimed at providing children with balanced, safe and nutritious food, including within humanitarian programs.
We note that this year’s Summit for the first time combined humanitarian, investment, technological, and research dimensions through an agricultural exhibition and business forum. These events demonstrated the ability of the Ukrainian agricultural sector to be a supplier not only of food, but also of technologies, equipment, digital solutions and know-how, and educational services to strengthen food security worldwide.
We support the formation of a new philosophy - "helping the world by helping Ukraine", where the participation of Ukrainian farmers, processing enterprises, and technology companies in international humanitarian programs simultaneously contributes to the development of Ukraine's economy and strengthens global efforts to fight hunger.
We are convinced that the sustainability of global food systems depends on close coordination between governments, donors, international organizations, the private sector and civil society.
We declare our joint readiness to:
• support the further development of the “Food from Ukraine” program as a component of global food solidarity;
• provide assistance for the unhindered transportation of food from Ukraine to countries facing food challenges across the borders of other countries, including by ensuring the protection of port infrastructures in Ukraine;
• promote humanitarian demining, restore the agricultural sector, and create conditions for sustainable production in Ukraine;
• support innovation, education and digital transformation of the agricultural sector in countries facing food challenges;
• support the development of child and school feeding programs as an element of food security and rural development;
• exchange technologies and best practices in seed production, soil cultivation, irrigation, and yield enhancement.
We call on the international community to strengthen efforts for global food solidarity and further participate in the Food from Ukraine program, strengthen financial support, expand the geography of partnerships, and implement innovative solutions that will allow us to jointly build a world without hunger, in which food is a tool for peace, development, and solidarity.
